BARMM law educ for 20 community facilitators conducted

Maradeca Inc. conducted policy education on RA 11054 which provided for the “Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao, repealing for the purpose RA 6734 as amended by RA 9054” on January 12-13, 2019.

This intended for the organization of 20 pool of speakers and facilitators in Lanao del Sur for community-based education and to help articulate the relevance of this policy prior to its ratification through the plebiscite.

Trained participants became resource persons in the pulong-pulong or mashuwara on Bangsamoro Organic Law (BOL) in the towns of Balabagan, Kapatagan, Malabang, Bubong and Buadipuso Buntong on January 14 to 18, 2019.

It will also be useful to articulate the significance of the this policy in the conduct of  listening session with Marawi’s affected constituents. 

Resource persons were  Atty. Omar Yasser C. Sema of Bangsamoro Transition Commission and Daclan A. Bazar of COMELEC.

Sema, commissioner of the Bangsamoro Transition Authority (BTA), discussed and explained the salient features of Bangsamoro Organic Law and the parliamentary set-up of BARMM’s legislative body.

Bazar, a COMELEC officer, discussed the Rules on Voting, Counting and Canvassing of votes in relation to the January 21, 2019 and February 06, 2018 plebiscite.

RA 11054 was enacted on July 24, 2018 and “establishes a political entity, provide the basic structure of government in recognition of the justness and legitimacy of the cause of the Bangsamoro people and their aspiration to chart their political future through  democratic process that will secure their identity.”

It created the geographic area through the plebiscite conducted.

It is an embodiment of the Framework Agreement on the Bangsamoro (FAB) and Comprehensive Agreement on the Bangsamoro (CAB) with annexes on Transitional Modalities and Arrangements, Revenue Generation and Wealth Sharing, Power Sharing, Normalization, and, Addendum on Bangsamoro Waters and Zones of Joint Cooperation.

The training was conducted on January 12-3, 209 at Mallberry Suites Business Hotel, Florentino Street Osmeña, Cagayan De Oro City.
